In response to an emergent necessity for a life-affirming, symbiotic collaboration between politics, economy, science and the civic society, we create a Chamber of Purpose (CoP) in addition to the established Chambers of Commerce. The CoP connects stakeholders committed to act responsibly and design legal and economic standards that benefit the environment and all life. Pioneering a climate law in Germany together with GermanZero since 2019, the goal is to scale the initiative in Europe.
The objective of this initiative is to support the development and implementation of national and pan-European standards in economy and society to achieve the COP 2015 and 2021 climate goals fast and uncompromising. Political regulations and industry standards need to address the sectors of mobility, energy, production and consumption, buildings and infrastructure, agriculture and CO2e. The ultimate goal are laws that prescribe positive impact and task forces for their fast implementation.
GermanZero started in 2019 to work with experts, scientists, and citizens to develop a 1.5-degree legislative package. It is the first and only complete solution to make Germany climate neutral by 2035. The goal of the initiative is that this legislative package is passed by the German federal government, the Bundestag, after the general election in September 2021. We aim to persuade the new administration to implement all measures that are necessary to achieve the 1.5-degree goal of COP 2015. The climate measure catalogue that was developed in 2020-2021 already impacted the German elections 2021 by shaping the party platform of the Christ-democrats and the Green party, as well as regional politics in over 100 counties. Using GermanZero as a prototype, we developed the concept for the European Chamber of Purpose to scale the impact of the initiative and enlarge its scope to the European level, together with the Global Impact Alliance.
The Chamber of Purpose gives an action-oriented, cross-sectoral and cross-party platform for the political centre, distinct from right- and left-wing populism or beyond youth-driven activism. It mobilised thousands of people across Germany and even beyond its borders to participate in the outer-parliamentarian democratic process. Moreover, it allows participants to take action when faced with the seemingly insurmountable challenge to tackle climate change and economic lobbyism. This induction of agency for a positive course in society is highly needed and was received with appreciation across the social spectrum. Numbers of followers on social media, engagement of volunteers as well as contact to high political decision makers prove the societal impact.Over the last 2 years, more than 60 regional climate petitions in 109 out of 299 counties in Germany with a support of 75% of the citizens have been established. Working groups in counties and cities as well as in NGOs and companies support the work of GermanZero, among them thousands of volunteers, 216 actively involved in everyday operations. Content and judicial development is done in expert and citizen groups to ensure a reliable representation of needs and broad adaption of the actions of the initiative.
While GermanZero was designed with the purpose of successfully introducing a climate law into the German parliament, the Chamber of Purpose takes the principles that have proven to work for GermanZero and translates them to the bigger context of industrial and political influence on the European level. We learnt from the initiatives so far in order to develop best practices that can be explicitly scaled and reproduced. The purpose of the European Chamber of Purpose is to reproduce and scale the initiative of GermanZero in other European countries as well as on the level of the European Union. An aspect of the Chamber’s activities will be the support of other national entities to reproduce what GermanZero has done in Germany. Stakeholder engagement and research will be a joint activity across borders.
For the Chamber of Purpose it is vital to engage all sectors and levels in industry/economy, society and politics. This can never be done alone. For that reason, we work in a network with volunteers, other entities and businesses. The initiatives of COBIOM, e.g. Together for Carbon Labelling, the impact platform of XChange, as well as the pro bono support of e.g. Greentech Alliance, Global Impact Alliance, or PlanetGroups all aim to multiply impact and pass on knowledge.
All activities in our networks aim to maximise synergies and produce mutual benefits for society, businesses and the environment. Economic success is for us by design the logical consequence of positive impact, and the foundation to scale and continuate this impact. Investing in the Chamber of Purpose as a central hub for impact action, as well as into GermanZero our our other projects mentioned above create such multiplicatory effects. They will eventually result in the development of desired future market conditions accompanied by an increased RoI and a reduction of investment risks in these areas.
